令和6年能登半島地震では，道路の寸断によりインフラ復旧が遅延した．特に，情報インフラの観点では，光ファイバの切断により通信が断絶した．この状況を補うため，避難所にStarlinkキットが配布されたが，利用方法が分からず十分に活用されなかった事例があった．本論文では，衛星コンステレーションサービスを活用し，災害時の避難所における情報インフラの構築，および運用を支援する手法を検討し，その結果を報告する． |

In the 2024 Noto Peninsula Earthquake, infrastructure restoration was delayed due to road disruptions. In particular, the destruction of optical fiber networks caused a complete communication blackout. To mitigate this, Starlink kits were distributed to evacuation centers; however, some were not fully utilized due to a lack of user understanding. This paper examines methods for supporting the construction and operation of information infrastructure in evacuation centers during disasters using satellite constellation services and presents the findings. |
