In particular, the destruction of optical fiber networks caused a complete communication blackout. To mitigate this, Starlink kits were distributed to evacuation centers; however, some were not fully utilized due to a lack of user understanding. This paper examines methods for supporting the construction and operation of information infrastructure in evacuation centers during disasters using satellite constellation services and presents the findings.}, title = {災害時の避難所における情報インフラ構築・運用支援システムの提案}, year = {2025} }
