the 2024 Noto Peninsula Earthquake, infrastructure restoration was delayed due to road disruptions. In particular, the destruction of optical fiber networks caused a complete communication blackout. To mitigate this, Starlink kits were distributed to evacuation centers; however, some were not fully utilized due to a lack of user understanding.
