| 内容記述 | 本研究は，第六次環境基本計画の策定過程におけるパブリックコメントが，政策にどのように貢献しているかを評価するものである．先行研究では，パブリックコメント制度の形骸化が指摘され，行政側の形式的な応答が課題とされてきた．本研究では，ChatGPTを活用して行政の応答の質を「意味ある応答」の観点から分析し，市民意見の貢献度を検証した．結果として，応答の質が高い事例では具体的な施策や改善の方向性が示され，市民意見が政策に一定程度の影響を与えていることが確認された．一方，形式的な応答も依然として多く見られ，市民意見の政策貢献をさらに高めるためには，「意味ある応答」が求められることが示唆される． | |||||||||

| 内容記述 | This study evaluates how public comments contribute to policy formation in the drafting process of Japan's Sixth Basic Environmental Plan. Previous studies have pointed out the formalization of the public comment framework, highlighting the issue of administrative responses often being merely procedural. In this research, ChatGPT was utilized to analyze the quality of administrative responses from the perspective of "meaningful reply," assessing the degree of civic input. The results confirmed that in cases where response quality was high, specific measures and directions for improvement were indicated, showing that public opinions had a certain level of influence on policy. However, many formalistic responses were still observed, suggesting that more "meaningful replies" are necessary to further enhance the contribution of public comments to policy formation. | |||||||||
