Previous studies have pointed out the formalization of the public comment framework, highlighting the issue of administrative responses often being merely procedural. In this research, ChatGPT was utilized to analyze the quality of administrative responses from the perspective of "meaningful reply," assessing the degree of civic input. The results confirmed that in cases where response quality was high, specific measures and directions for improvement were indicated, showing that public opinions had a certain level of influence on policy. However, many formalistic responses were still observed, suggesting that more "meaningful replies" are necessary to further enhance the contribution of public comments to policy formation.},
