| 内容記述 | 公立の初・中等学校における学習データの利活用を促進すべく，ポリシーの策定を検討する．個人情報保護法において，公立の初・中等学校を所管する教育委員会は，「行政機関等」に分類されるため，公的部門における規律が適用される．同法令和二年改正では，個人情報が含まれる学習データを，一定の安全性を確保しつつデータとしての有用性を保つ，「仮名加工情報」として利活用できるようになった．一部の地方自治体においては，学習データの利用は「まだ浸透していない」とみなされている．学習データを利活用した教育を促進するには，学習データにより明らかにしたい課題を定めるべきである．また，収集したデータの適切な管理運用を行うために，教職員も十分なリテラシを持っている必要がある． | |||||||||

| 内容記述 | The formulation of a policy to promote the use of learning data in public primary and secondary schools is considered. Under the Personal Data Protection Law, boards of education that have jurisdiction over public primary and secondary schools are classified as 'administrative bodies etc.' and are therefore subject to the rules of the public sector. The 2020 revision of the Act allows the use of learning data containing personal information as 'pseudonymised information', which maintains the usefulness of the data while ensuring a certain level of security. In some local authorities, the use of learning data is regarded as 'not yet widespread'. In order to promote education that makes use of learning data, the issues to be clarified by learning data should be defined. In addition, teaching staff should also have sufficient literacy in order to manage and operate the collected data appropriately. | |||||||||
