Under the Personal Data Protection Law, boards of education that have jurisdiction over public primary and secondary schools are classified as 'administrative bodies etc.' and are therefore subject to the rules of the public sector. The 2020 revision of the Act allows the use of learning data containing personal information as 'pseudonymised information', which maintains the usefulness of the data while ensuring a certain level of security. In some local authorities, the use of learning data is regarded as 'not yet widespread'. In order to promote education that makes use of learning data, the issues to be clarified by learning data should be defined.
