2023 年 6 月 14 日，欧州議会で開催された本会議で，AI 法案が賛成多数で採択された．また，同日， AI 法に関する欧州議会は欧州委員会提案からの修正内容を公表した．この修正には，遠隔生体識別に関する規制が含まれている．AI 法の欧州議会欧州の AI 法の議会修正案をはじめとして，現在，世界各国では顔画像の利用に関して慎重な姿勢の議論が行われている．これには Clearview をはじめとした社会における顔画像利用の増加を背景としてあげることができる．本報告ではこれまでの欧州における顔画像利用規制に関する検討を振り返りつつ，昨今の執行事例なども参考に，現在の顔画像利用規制に関する国際動向について分析する． |

On June 14, 2023, the AI Law was adopted by a majority vote at a plenary session of the European Parliament. On the same day, the European Parliament on the AI Law also published amendments from the Commission proposal. These amendments include regulations on remote biometric identification. including the European Parliament's European AI Law Parliamentary amendments to the European AI Law, countries around the world are currently discussing a cautious approach to the use of facial images. This can be attributed to the increasing use of facial images in society, including Clearview. In this report, we will review the past discussions on the regulation of facial image use in Europe, and analyze the current international trends on the regulation of facial image use, referring to recent enforcement cases and other information. |
