| 内容記述 | AI（人工知能）に関する包括的な枠組み規制法案（AI 法案）に関する EU の閣僚理事会と欧州議会による暫定的な政治的合意が 2023 年 12 月 9 日に発表された．AI 法案は，2022 年 11 月ころから提供が開始されている米国企業の ChatGPT を筆頭とする生成 AI を巡り，EU 域内においても過度な規制を行うことに対する反対の声がドイツやフランスなど主要な加盟国から上がっており，合意が難しくなっている現状となっていた．今後，欧州議会と欧州理事会はさらに AI 法に関する正式な採択を行う予定であるが，今後変更される可能性がある．本稿においては，2023 年末における政治的合意の状況と課題について検討をおこなう． | |||||||||

| 内容記述 | An interim political agreement on a comprehensive framework regulation for Artificial Intelligence (AI Bill) in the European Union (EU) was announced by the Council of Ministers and the European Parliament on December 9, 2023. The AI Bill has sparked opposition from major EU member states such as Germany and France regarding the regulation of generative AI, including prominent offerings like ChatGPT from American companies, which has been available since around November 2022. This opposition has made reaching a consensus challenging. In the future, the European Parliament and the European Council are expected to formally adopt the AI Bill, but there is a possibility of further changes. This paper discusses the situation and challenges of the political agreement at the end of 2023. | |||||||||
