• 論文抄録 / 内容記述: デジタル改革関連 6 法は，デジタル庁の設置法や個人情報関連 3 法を 1 本の法律に統合したデジタル社会形成整備法を含み，行政分野においてデータの利活用を進め，デジタル化を進めることを目的としている．そして，このようにデジタル庁の設置がされたものの，デジタル化が国として遅れていることがコロナ対応も踏まえてデータの連携やデジタル人材の不足といった課題として浮き彫りとなった．そのため，国や地方制度，システム構造改革を進めるためのデジタル臨時行政調査会が 2022 年 1 月から始動している．本論考においては，我が国の将来に大きくかかわるデジタル改革関連法とデジタル臨調が，現在までのところ，どのように行政プロセスの透明化に取り組んでいるのかという観点から，これまでの構造改革提案の検証を行う．

• 論文抄録(英) / 内容記述: The Digital Reform-related Six Laws, including the Act on the Establishment of a Digital Agency and the Act on the Formation and Improvement of a Digital Society, which integrates three laws related to personal information into a single law, aim to promote the use of data in the administrative field and promote digitalization. Despite the establishment of such a digital agency, the fact that digitization is lagging behind the national government has brought into sharp relief issues such as data coordination and a shortage of digital human resources in light of the response to the coronavirus pandemic. To this end, the Ad Hoc Committee on Digital Government Policy has been in place since January 2022 to promote structural reforms of national and local government institutions and systems. In this paper, the structural reform proposals to date are examined from the perspective of how the Digital Reform Related Laws and the Digital Provisional Executive Advisory Committee have been working to make administrative processes more transparent.
