| 内容記述 | 欧州委員会の Ursula von der Leyen 委員長の下，EU はデジタル関連の重要な法律を成立させた．これには Data Act，DSA，DMA，AI 法などが含まれ，これらは EU 外にも影響を与えており，GDPR のように国際的にブリュッセル効果と呼ばれるような影響を与えている．EU のデジタル政策は，データ保護や AI 規制などにおいてゴールドスタンダードを目指し，デジタル産業への貢献が期待されている．このような中で，本研究は，2019～2024 年のデジタル政策とその背景を概観し，次期政権の政策理解に繋げることを目的としている．本稿においては，欧州委員会のデジタル関連政策の初期に公表された Shaping Europe's digital future に注目し，これを分析する． | |||||||||

| 内容記述 | Under the leadership of Ursula von der Leyen, President of the European Commission, the EU has passed important digital-related legislation, including the Data Act, DSA, DMA, and AI Act, which have had an impact outside the EU as well, and have had an impact internationally, as with the GDPR, which is known as the Brussels effect. The EU's digital policy aims to be a gold standard in areas such as data protection and AI regulation, and is expected to contribute to the digital industry. In this context, this research aims to provide an overview of digital policies and their background from 2019 to 2024, and to contribute to the understanding of the policies of the next administration. In this paper, we focus on Shaping Europe's digital future, which was published at the beginning of the European Commission's digital-related policies, and analyze it. | |||||||||
