• 論文抄録 / 内容記述: 本発表においては，公共的な公益事業体である図書館が行うコンテンツモデレーションについて，国際的視点からその思想的基盤について議論する，「国際図書館連盟・ユネスコ公共図書館宣言」は，コレクションおよびサービスは，いかなる種類の思想的，政治的，あるいは宗教的検閲にも，また商業的な圧力にも屈してはならないとする，この原則を前提としながら，Covid-19 パンデミック下での SNS misinformation の氾濫を背景に，図書館も一種のプラットフォーム事業者としてサードパーティーが提供する情報のコンテンツモデレーションに取り組まざるを得ないケースが出てきた，アメリカ図書館協会は，「図書館の権利宣言」に基づき，それに由来する ‘知的自由’ と ‘社会的正義’ の理念を基盤として，図書館のコンテンツモデレーションが可能としている.また，アメリカ連邦議会（117 会期，2021.01-2022.01）における通信品位法 230 条改正の審議に研究図書館協会からも資料が提出された．そこでは，研究図書館の真実を探求するプラットフォームの提供という役割が確認され，研究図書館のコンテンツモデレーションの実態が示されている．ちなみに，残念なことであるが，日本の図書館においては，実務でも講学上でも機は熟さず，コンテンツモデレーションの議論の端緒にもまだ立っていない．

• 論文抄録(英) / 内容記述: This presentation explores the philosophical foundation of the content moderation by a library as a public utility dedicated to the public interest from the international point of view. The “IFLA-UNESCO Public Library Manifesto” declares that collections and services of libraries must not submit to any kind of ideological, political, or religious censorship and commercial pressure. While a flood of misinformation on Social Networking Services(SNSs) under the situation of the Covid-19 pandemic forced several libraries as a kind of digital platform entity to commit content moderation about information provided with by the third party, the libraries followed this principle. The American Library Association allows a library to engage in content moderation if it observes the principles of the "Library Bill of Right" and the ideal of the "intellectual freedom " and "social justice" which is derived from the Bill. And, the Association of Research Libraries submitted an opinion brief relating to the revision of the Communications Decency Act section 230 to the U.S. Congress (117th session, Jan. 2021 -Jan. 2022) to confirm the role of research libraries as a provider of platform for the truth exploration and to show the situation of the content moderation by research libraries in U.S. Compared to the U.S. situation, unfortunately, Japanese libraries haven't reached the start point of the discussion on the content moderation because of not yet attaining the time to be ripe for it in the practice and the academic study.
