• 論文抄録 / 内容記述: 2021 年 3 月に，内閣官房情報通信技術 (IT) 総合戦略室は，標準ガイドライン群の一つとして，「アジャイル開発実践ガイドブック」を公表した．これをもって，政府情報システムの整備においてアジャイル開発の手法が必ず採用されることになったわけではないが，アジャイル開発を用いるプロジェクトではこのガイドブックを参照することとされた．本研究では，この「アジャイル開発実践ガイドブック」を読み解くことで，その懸念点を指摘する．政府情報システムの整備において，アジャイル開発の手法を採用すること自体は検討すべき事柄であるとしても，「アジャイル開発実践ガイドブック」において示される事項には懸念点もあり，その懸念点への考慮無くしては，ルーズな開発がなされる可能性がある．

• 論文抄録(英) / 内容記述: In March 2021, the National Strategy Office of Information and Communication Technology (IT) published the "Agile Development Practice Guidebook" as one of the standard guidelines. With this guideline, the method of agile development was not necessarily adopted in the development of government information systems, but it was decided to refer to this guidebook for projects using agile development. In this research, we will point out the problems by reading this "Agile Development Practice Guidebook". In this study, we point out concerns by reading this "Agile Development Practice Guidebook". Even if the agile development method should be considered for adoption in the development of government information systems, there are concerns about the matters shown in the "Agile Development Practice Guidebook", and without consideration of those concerns, loose development may be carried out.
