• 論文抄録 / 内容記述: 2020 年個人情報保護法改正により，日本においても個人情報の侵害通知が義務化される．日本においては 2004 年から基本方針などで本人通知，官庁等への届出，公表が推奨され，小さな事故でも報告していた個人情報取扱事業者も相当数あった．しかし，法律上の義務となれば，その条件等が厳密に検討されるべきである．そこで，既に義務化されている欧米の状況を整理し，日本の今後の運用の実務視点からの参考としたい．

• 論文抄録(英) / 内容記述: The revision of APPI in Japan will make the data breach notification mandatory. In Japan, it's recommended in Basic Policy and other governmental guidelines to notify the principal, to report to the ministry and to disclose publicly, and certain number of personal information handling operators conducted these actions even if a small incident. Now it becomes legal obligation. The requirement should be more specific. Thus, this paper discusses the situation of US and EU where the data breach notification is already legal obligation and try to seek some lesson to the operation in Japan.
