本研究は，太宰府市で詠まれた俳句・短歌作品を政策立案に活用する”Poetech 太宰府”プロジェクトにおける技術的実装を報告する．市のホームページにて PDF 等の形式で公開された 3,096 作品を収集し，LLM を用いてタグを付与したうえで構造化した．また，検索・可視化機能を備えた Web アプリケーション，およびカスタム GPT によるチャットボットを開発した．著者らの先行研究で報告されている通り，これらのツールを用いたアイデアソンでは，詩歌作品が政策アイデア創出における補強材料やアイデアの触媒として機能する可能性が示されている．本研究は，詩歌のような文化的表現を「文化的エビデンス」として政策形成に活用する手法を提示するものである． |

This study reports on the technical implementation of the "Poetech Dazaifu" project, which utilizes haiku poems about Dazaifu City for policy planning. A total of 3,096 haiku published on the Dazaifu City's official website were collected and systematically structured by assigning tags using Large Language Models. We also developed a web application with search and visualization functions, along with a chatbot powered by Custom GPT. As demonstrated in our previous research, the ideathon conducted with these tools showed that these haiku can serve as effective supporting materials and catalysts for generating policy ideas. Building on these results, this study presents a methodology for utilizing cultural expressions such as poetry as "cultural evidence" in policy formation. |
