• 論文抄録 / 内容記述: 2018 年 12 月に起きたソフトバンクの 4G ネットワークのトラブルでは，様々な課題を明らかにした．今までの通信のネットワークでは，電話を中心に制度や仕組みが考えられてきた．そのため，4G のネットワークでも同様な考え方で設計されているといえよう．しかし，このトラブルでは，今までにない新しいトラブルが報告されている．例えば，ネットワークにアクセスしてコンサートのチケットをスマホで見せることができなかったため，会場に入れないとか，予約した飛行機の座席を表示出来ずフライトに乗れなかったケースが報告されている．本項では，このようなこれからの社会を支える社会基盤としてのネットワークやアプリケーションのあり方についての問題点を整理して，今後に必要となる社会基盤のあり方について提言する．

The 4G network is designed for telephone and internet access services, troubles are for new aspect of the new digital reality and mismatched with the existing network. This paper discusses those and propose the new reliability for social infrastructure network which can handle existing services and new IoT and big data services together.
