米国は連邦レベルでは一般的なデータ保護法を持たないことで広く知られているが，2018 年，カリフォルニア州において，一般的な消費者プライバシーを保護する法律であるカリフォルニア州消費者プライバシー法 （California Consumer Privacy Act of 2018，CCPA） が成立した．カリフォルニア州，特にシリコンバレーには，日本のユーザも多く有する巨大なインターネット企業が集積しているところ，CCPA 成立の意義と背景を分析することは有益である．本稿では，CCPA 成立の背景を分析した上で，その概要を解説し，日本の事業者，消費者への影響を考察する． |

The United States is widely known for not having a general data protection law at a federal level, but in 2018, California Consumer Privacy Act of 2018, CCPA, a law that protects consumer privacy in general was enacted in the state of California. There is a large concentration of IT-related corporations with many Japanese clients especially in Silicon Valley in California. Thus, it is useful to analyze the significance and context of the establishment of the CCPA. In this paper, after analyzing the context and background of establishment of the CCPA, the outline of the act will be explained and the influence on Japanese business operators and consumers are considered. |
