• 論文抄録 / 内容記述: 波数オークション導入の目的 （動機） として第一に挙げられるのは，周波数価値を最も高く評価した者に免許を付与することにより，周波数の効率的利用を確保することである．本稿で取り上げた米国，英国，カナダの政府や規制当局は，オークションで新規参入者だけが入札できる特別枠を設定したり，大手事業者が保有する周波数量に上限を設けたりすることで，新規参入を促し，モバイル市場の競争の活性化を図ろうとしている．しかし，各国のモバイル市場の現状を見る限り，その効果は限定的である．

• 論文抄録(英) / 内容記述: The primary purpose of spectrum auction is to ensure efficient use of spectrum by awarding licenses to the highest bidders. Govemments and regulatory authorities in the United States, the United Kingdom and Canada have tried to promote competition in the mobile market by setting aside spectrum blocks for new entrants and smaller operators, or by limiting the spectrum holdings of larger operators.
