• 論文抄録 / 内容記述: オーストリアにおける電子政府政策の取り組みは，とりわけ市民カードを用いたオンラインでの行政サービスの提供の実現という観点が注目された．日本でもマイナンバー制度の導入の際にその取り組みが参照されたところである．しかし，オーストリア政府が発表した文書 「Administration on the Net」 を見ると，市民カードを活用した取り組みを実現するにあたって，法制度や技術的基盤の整備を進めてきたことがうかがえる．そこで，本研究では，オーストリア政府の電子政府政策に関して，電子政府法に見られる法制度の整備と公的個人認証に見られる技術的基盤の整備について，その内実を明らかにする．この作業により，電子政府の構築にあたっては，法制度と技術的基盤の両面の整備が必要なことを指摘する．

• 論文抄録(英) / 内容記述: In the action of the electronic government policy in Austria, the realization of the offer of the on-line administrative services using the citizen's card attracted attention. In Japan, in the case of the introduction of my number system, an action of Austria was referred to. However, examining the document "Administration on the Net" which the Austrian government announced, the maintenance of a legal system and the technical base has been stimulated for the realization of the action that utilized a citizen's card. Therefore, in this study, it clarifies the maintenance of the legal system represented by the electronic government act and the maintenance of the technical base seen in public personal identification at the electronic government policy of the Austrian government. By this consideration, it points out that the maintenance of the legal system and the maintenance of the technical base are necessary by the construction of the electronic government.
