• 論文抄録 / 内容記述: 災害等の非常時にも信頼できる情報インフラとしてソーシャルメディアは注目を集めている．非常時の情報発信は公共機関の重要な役割だが，ソーシャルメディアのアカウントをどのように運用すべきかは明らかではない．本研究では，東日本大震災の発生前から発生後の 3 ヶ月間を対象として，Twitter における公共機関アカウントの運用状況を調べた．34 アカウントで，投稿数と内容，他アカウントからのフォロー数を関係を調べたところ，発信者である自治体独自の一次情報や個人ユーザへの返信の割合が大きい場合にフォロワー数の増加が著しいこと等が分かった．この分析の結果を踏まえて，災害時の Twitter における公共機関アカウントの運用ガイドラインをまとめた．

• 論文抄録(英) / 内容記述: Social medium has been known as a reliable information infrastructure in emergency. Providing information in emergency is an important role of the governmental institution, yet how the social medium account should be used is unknown. This research investigated the logs of 34 governmental accounts in Twitter for 3 months including the Great East Japan Earthquake. We found that original information and personal replies by the governmental accounts resulted in the increased number of the followers. The operating guideline for a governmental Twitter account was summarized according to the results.
