In particular, we use the MPEG-2 SNR Scalability. First of all, we investigate the efficiency of SNR scalability, which includes Double Loop Method and Single Loop Method, from simulation experiments, and we define the characteristic function. Next we propose the coding rate control method from this characteristic.
