We are now developing an ad-hoc network communications infrastructure which can maintain communications or be reconstructed quickly even if electric power cables or communication cables are lost due to a large-scale disaster. Furthermore, we are developing sensor network systems using this communications infrastructure. In particular, we are working to create a sensor system to monitor volumetric water content in soil for the purpose of slope failure prediction. The system under development is already installed in the mountains near Shiojiri-city, Nagano and evaluation experiments are being conducted. This paper explains our aim of realizing a safe and secure society by using an ad-hoc network and sensor networks, and introduces the specific systems under development.},
