Then, it has become difficult for both copyright holders and consumers to decide which country has the best practice for legal systems. In this paper, to enable such stakeholders to effectively enforce their rights, we analyze current laws on digital content based on cases in Japan, the United States and Europe, and propose a rearrangement of the structure of these laws from an international and macro perspective.
