The hyperlink network on the Web is a structure based on viewpoints of Web creators. A system that allows Web users to add hyperlinks between existing Web contents will generate a new network, which differs from the existing one. The structured Web based on viewpoints of Web users enables to build a new recommendation system which serves user's purpose. In this paper, viewpoints of Web users' are represented by hyperlinks between Web blocks.
