However, this approach suffers from the drawback that if the receiver is temporary off-line or otherwise unavailable in a given time interval, and therefore does not receive the time key, he will not be able to decrypt. One solution to this problem is to ensure that a time key can be used to decrypt ciphertexts encrypted for any previous time interval. It has been suggested in the literature that a scheme with this property can be constructed from forward secure encryption(FSE), but such a construction has neither been formally defined nor proved secure. In this paper, we address this by proposing a generic construction of a TRE scheme from FSE, and formally proving this construction secure.},
