Assuming that the potential risks lie in the motions that infrequently occur, the system reduces the video data size according to a coding efficiency which is proportional to frequency of motion in the recorded data. Moreover, chapter marks are placed just before the positions of the infrequent motions to reduce reviewer's workload for the surveillance. We conducted experiments using 8.5 hours surgery video data to confirm effectiveness of the proposed system. The system could successfully reduce the data size by 68.3%.
