The algorithms of Rough Set will be used to analyze the data and in order to illustrate the method, we just use some artificial data in this paper. As its application, we discuss the aged society that should influences on policy making. The problem of aged society has become more and more severe all over the world. Almost all the countries have to face and solve this problem. In this problem the distinguish is done whether cities can be classified into an aged one or not.
