• 論文抄録 / 内容記述: 本稿では，私的録音・録画補償金制度が小規模ユーザから大規模ユーザに対するある種の相互扶助の役割を果たすことに着目し，一般的な複製頻度分布モデルを設定して，この制度が多数ユーザの支持を得るための条件を提示する。次に，ユーザの実態調査結果によればこの条件が満たされないことを示す。一方では，記録機器の容量増大とコスト低下に伴い機器コストに比例する補償金制度が権利者の支持を得ることも困難になることから，近い将来にデジタル権利管理(DRM)と契約に基づく制度に移行すべきであることを指摘する。最後に，この移行を円滑に実施可能とするための一案として，電子通貨と連動したデポジット方式を導入することを提案する。

• 論文抄録(英) / 内容記述: In this paper a focus is placed on the fact that the compensation system for private recording provides a means for mutual aid given by small-scale users to large-scale users. A general distribution model of copy frequencies and a condition for the system to be supported by the majority of users are established. Recent user survey results demonstrate that this condition cannot be met. On the other hand, recording devices will gain more capacity at less cost, eventually making right-holders less supportive of the system compensating for the value of content in proportion to the hardware cost. Therefore, the system should be replaced in the near future by a system based on digital rights management (DRM) and contract. Finally, a scheme combining digital currency and deposit is proposed as a means to allow for a gradual transition to the new system.
