They cause problems for spoken language processing (i.e., recognition, parsing, translation, and synthesis); therefore, a short constituent is required to process them.  A clause is a syntactically and semantically sufficient constituent.  Some tools are available for clause detection, but almost all of them require sentence input.  A pause unit can be used as a constituent in monologues because they are segmented by acoustic information.  This paper discusses a system in which input is a pause unit and output is a clause boundary annotated text.
