A word ‘digital archives,’ therefore, has developed with different meanings in Japan compared to the western countries, where the word ‘archives’ traditionally means ‘historical records’ or their depository. In this paper, through National Archives digital archives project, original meanings of ‘archives’ will be introduced, and problems and possibilities surrounding digitization of archival materials will be discussed focusing on access to the records.},
