This modeling is used in sosial and behavioral sciences in order to solve a complex problem. However, reports have apparently not published on a general method for sequencing among sub-problems based on an ISM graph. This paper presents an STS (Strategic Task Sequencing) method by using a new clustering algorithm. First, this paper presents the fundamental concepts and operations of the STS methodology.
