The method is constructed in two parts, one to analyze the text structure, the other to apply the information of forward-linked contents. A filtering program(HCB-P Filter) that conforms to PICS Rules is developed, and rating data made from the method mentioned above is applied to HCB-P Filter. The HCB-P Filter is evaluated through the use by pupils in schools. This paper reports the process and result of our study and development.},
