The main components of the infrastructure are; large-scale reusable test collections usable for experiments, evaluation methodologies and metrics and community of the researchers who are interested in exchanging research idea in informal atmosphere and research boosting via comparative evaluation of the technologies. It outlines a brief history of NTCIR, test collections constructed and focusing on the Cross-Lignual Information Retrieval.
