This paper discusses the dynamics of generation and disolution of the queue from the shock wave theory. The shock wave is determined by the parameters of average time headway $T'_0$(in case of noncongestion) and $T_0$(minimum avearage headway : drivers feel danger if less than $T_0$). The disolving time of queue becomes longer as the queue length increases, and this causes a decrease of average traffic flow rate.
