In this paper, we propose a STO detection and congestion window control algorithm for the suppression both the wasteful go-back-N retransmission and the degradation of throughput. To detect a STO, the proposed algorithm with a sender-side modification observes a RTT (Round Trip Time) after the timeout and an ACK that covers 2 full-size segments and up. This method is suitable for mobile communications, because it dose not require either of additional information (or TCP options).
