Therefore there is study to apply the walker navigation system which uses a handheld unit to inhabitants navigation in a time of disaster. However, it has difference from usual times, many routes may not be gone through in a time of disaster. At the such situation, understand the places which cannot go through is necessary for re-setting appropriate evacuation route. This paper proposes another new method which is enabling faster information gathering. It is method of reporting disaster information through use of handheld unit of the inhabitant who found disaster directly.
