Proposed method has the character which no failure of STD has occure. If packet contains PSI data, the packet should be output in certain interval. Else if packet contains audio data, the packet should be output in the same time as input time. Else if packet contains video data, the packet should be output so that the ratio of the number of outputted packet should be constant.
