We focus on the congestion control, this phenomenan appears as decrease of the data-processing speed in trasncoder. By using this influence, the rate control completed only by transcoder without using other protocols. First, we clarify the relation of the data-processing speed in transcoder, the conversion rate of transcoder, and a transmission rate.
