One of key problems in video transcoding is complexity reduction. In this paper,we propose a mode decision scheme for intra-prediction for video transcoding between MPEG-2 and H.264 to enable low complexity transcoding. The proposed transcoding approach uses the low-frequency componets of the MPEG-2 DCT coefficients to estimate the frequency characteristics of 8x8 block,and determines the H.264 intra-prediction modes based on this estimates. We evaluate the proposed method in terms of PSNR,bitrate,and the complexity.
