In this paper, we measured utility functions and clarified the difference of utility functions for contents attributes and service charges. Moreover, we propose a radio resource Managements based on utility functions to keep the fairness of utilities between users with difference service charges, and evaluate the availability of proposed scheme by computer simulation.},
