Services people uses, and systems government offices use for themselves, are both developed for the purpose of giving quick, accurate, and efficient service to the people. On the other hand, because most of their government work is regulated by the government and ministry ordinance, their information system must conform with them. And because ordinances are often amended after the systems are developed, the systems become more complicated. Also not only are government information systems huge, but is has to take the lead in implementing new technologies, laying stress on worldwide and national standards and advanced technologies.
