 note = {中央省庁の情報システムは、国民への行政サービスの向上の目的から開発されてきた。直接、国民が利用するサービスも、省庁内部で運用するシステムも、目的は国民に早く、正確に、効率的に行政サービスが執行されるために導入されている。一方、官庁業務のほとんどは法律・政省令等に規定されているから情報システム機能もこれを遵守しなければならない。また、システム開発後も制度改正等が多くあり、システムが複雑になっている。さらに、官庁システムは大規模であるだけでなく、採用する技術も国が率先垂範する必要があり、国際・国内標準や先進性を重視している。このような大規模システムを効率的に開発するために、各省庁の情報部門に情報通信・情報処理産業界が協力する形で官庁システムは構築されている。, The information systems for central government offices have been developed for improving government services to the citizens. Services people uses, and systems government offices use for themselves, are both developed for the purpose of giving quick, accurate, and efficient service to the people. On the other hand, because most of their government work is regulated by the government and ministry ordinance, their information system must conform with them. And because ordinances are often amended after the systems are developed, the systems become more complicated. Also not only are government information systems huge, but is has to take the lead in implementing new technologies, laying stress on worldwide and national standards and advanced technologies. For these reasons, companies in information technology industry cooperate with the information systems division in each ministry, in order to develop these large information systems efficiently.},
