In this study, first, we investigate regional content and related people, and then discuss system structure that regional organization groups should do. Next, we propose a management method for regional portal site by using of CMS (Content Management System). Based on the proposal, we develop a regional portal site utilizing an open source CMS for Nagoya's Higashi ward.
