Therefore, it is considered very important to control network flow based on the priority according to the communication quality required by each service. For TCP/IP, in addition to the ordinary flow control, the explicit congestion notification, in which the router informs the congestion status to the end hosts, is proposed. This paper proposes a new flow control using this explicit congestion notification based on the priority of each traffic.
