Through our trial we found a fundamental problem with existing key servers that the server system is so centralized-structured that a server has to maintain all the key data over the world; the system require a large amount of memory such as 27 Mbytes. We have observed the increase of key database over a few weeks. An idea to distribute such database is proposed.},
