Until the timeout occurs, in general, it takes several minutes, and the-network resources because the source host tries to retransmit the message many time. This paper presents the access control method for down hosts, where each host retains the down or up status of all hosts in its domain. The down status is detected by monitoring the timeout of TCP accesses. The up one is by receiving host-up information and/or dynamic monitoring to the down hosts.
