In such a situation, continous media communications over the Internet must satisfy two contradictory requirements: fairness of rates from the network and maximization of a rate from the user. We propose two-layer adaptive transport architecture. It consists of micro and macro adaptation. Micro adaptation ensures TCP-friendliness, while macro adaptation selects a behavior to maximize the application-level throughput.
