• 論文抄録 / 内容記述: 本研究では、地域住民が持つ草の根的な危機管理情報の収集・共有システムの提案を行う。我々の調査の結果、多くの人が自分の身の回りに関する地域の危機管理情報を求めていることが分かった。そこで、システムとしての要件をプライバシー面や情報の信頼性などを含めて明確化し、CMSを活用したシステムの提案を行う。そのプロセスにおいて、行政やボランティアとの議論を行い、運営や管理も視野に入れた実践的なシステムを目指す。また本システムの特徴は、地域住民の草の根的な危機管理情報を規格化して収集し、時間軸と空間軸で整理して提供するところにある。最後に、CMSの代表的なソフトウェアであるXOOPSを基盤にシステムを試作し、評価を行った。

• 論文抄録(英) / 内容記述: In this paper, we propose a system to promote people's risk management that uses grassroots information in local area. Therefore, from our investigation people want to know the real state of affairs, what kind of experiences people had, or how they coped with them before anything bad happened. The feature of our system is that it gathers and formalizes information related to local risk management information. The system provides useful information by arranging it with time and geographical attributes. Through the process of development, we discussed with ward office and local volunteer staff, how to secure reliability and accuracy, personal privacy issues and etc, aiming at practical use and continuous management. Using this system enables people to share their experience and knowledge before crime actually occurs.
