In this study, we examined the governance requirements and personal information protection and privacy measures required for the construction of a data integration platform promoted by local government smart cities. As multiple stakeholders are involved in a data integration platform, we derived the need for data governance and the necessity for PIA. In particular, the Personal Information Protection Commission has presented methods and checklists for privacy impact assessments (hereinafter referred to as PIA), but there are no standards for procedures or public disclosure methods.
