筆者らは，スマートシティやデータ利活用サービスにおける個人情報の保護やプライバシー対策について検討してきた．今回，自治体スマートシティが進めるデータ連携基盤の構築に当たり，求められるガバナンス の要件及び個人情報保護，プライバシー対策 のあり方について検討を行った．データ連携基盤では複数ステークホルダーが関わるため，データガバナンスが必要となることとPIAの必要性を導出した．特にプライバシー影響評価（以下PIA）の実施方法やチェックシートは個人情報保護委員会が提示しているが，手順や公表方法については標準的なものがない.そのため国内外の自治体のPIA事例の先行事例を調査し，それらを踏まえたPIAの実施観点，体制，手順，利用者に向けた公表形式について定めたのでその内容を報告する． |

The authors have been studying personal information protection and privacy measures in smart cities and data utilization services. In this study, we examined the governance requirements and personal information protection and privacy measures required for the construction of a data integration platform promoted by local government smart cities. As multiple stakeholders are involved in a data integration platform, we derived the need for data governance and the necessity for PIA. In particular, the Personal Information Protection Commission has presented methods and checklists for privacy impact assessments (hereinafter referred to as PIA), but there are no standards for procedures or public disclosure methods. Therefore, we investigated previous cases of PIA in local governments both in Japan and overseas, and based on these, we have established a disclosure format for users based on the implementation perspective, structure, and procedures of PIA, and we report the details of this. |
